Shannon Arcade is a lifelong resident of Youngstown, Ohio, whose dedication to serving individuals with disabilities was shaped early in life. Raised in a family that founded a residential agency for individuals with intellectual and developmental disabilities, she grew up surrounded by the values of service, compassion, dignity, and community. Those early experiences instilled in her a deep commitment to advocacy and inclusion, principles that would guide her professional path.

At just 23 years old, Shannon stepped into a leadership role within the family business, carrying forward its mission with determination and a forward-thinking vision. She is a 2004 graduate of Austintown Fitch High School and continued her education at Youngstown State University, earning a Bachelor of Business Administration in 2011 and later completing her Master of Business Administration in 2020.

For more than two decades, Shannon has dedicated her career to serving individuals with intellectual and developmental disabilities throughout the Mahoning Valley. Through her agency, RaeArc, she has supported hundreds of individuals and families, focusing on empowering people to live meaningful, independent lives and helping them find their place in the world. Her work has been rooted in the belief that every individual deserves the opportunity to be seen, valued, and included in their community.

In 2023, recognizing a critical need for inclusive athletic opportunities, Shannon revived the Mahoning County Special Olympics program. What began with bowling and basketball quickly expanded under her leadership to include cornhole, volleyball, bocce, and spirit squad. With the addition of softball launching this year, the program continues to grow in both participation and community impact. Through her vision and leadership, Shannon has strengthened connections across the Mahoning Valley while creating meaningful spaces where individuals of all abilities can build confidence, friendships, and a sense of belonging.
